Britain was the first socialist state ITTL (not Marxist-Leninist) and York was the de facto revolutionary capital until they managed to take London and rebuild the city. Due to this, the revolutionary provisional government adopted the red star (TTL the symbol of the Socialist International) and the White Rose of York as the country's new symbols. As the British brand of socialism spread throught Europe and came to be adopted by a number of countries, they adopted the same symbols and the Red Star and White Rose came to be unniversal symbols of European socialism.

Yeah, I was mostly drawing the borders as I went so they ended up quite interesting. The socialist revolutions have their origins in Britain in the early 20th century so not much overlap with the French Revolution. European Socialism (as the British form is known as TTL) also isn't particularly radical in nature, at least compared to Marxism. They are not anti-clerical or anti-religion (and in several cases, not even secular), they allow free local elections, and they maintain a facade of democracy at the top, organising national elections with multiple approved candidates per seat and the HoG being the largest party in Parliament. Just ignore how all the approved candidates tend to come from the same three or four parties who are all in permanent coalition with each other.
